Maybe it's a graphics engine limitation. Is it still based on Frostbite?

All I remember about the original is that final race in the train tunnel where they turn the map off just before a train comes along in the opposite direction. It seemed pretty short so I guess this was their way of increasing longevity.

Yes, this is the exact engine used in Battlefield 3, so no idea why it has to be 30 FPS, but you can mod it, it will break several things.

It has the classic BF3 visual issues such as Z-fighting, but also has its visual style with terrain, heavily tessellated mountains etc.
 
The game has a lot of environmental detail and was designed years ago. I think it's harder to get 60fps in a racing game where everything has to be redrawn at a constant rate than a first person shooter where the player moves more slowly. It'd take careful redesign and this is EA.
