To my opion the pic of Monaco is overall too blueish and too dark. Try to add a decent sepia photofilter and raise up the contrast. Some spots needs to be dodged, like the palmtree on the left and the stones on the right.
If you use photoshop, there is a tool called "shadow/highlight" (Image->Adjustments), which can be used to bring back some brightness into the dark areas. Highly recommended to use it in small amounts. ;)

KING OF SKULLS, I personally disagree. It's an interesting usage of the cool shades.

I just feel that a more clear "focal point" needs to be established.
 
I think what bothers me, that it doesn't catch the atmosphere of the track. Maybe cool shades, but the sunny, bright mood of Monaco got lost in the shot.

Bright = Monaco, yes. But, the ocean, and a majority of the scenery I've ever seen in Monaco, is clearly blue. The sun can make all colours "bright," when it's as big, warm, and well-wanted (hey, I'm from Canada, we don't get as much sun) as it is in Monaco.

It's like fluorescent colours; if the sun/light doesn't shine on those colours, they're still not bright. If the sun shines on them a lot, they're bright as anything else I've ever seen.
