We are in the scheduled window for the update maintenance, but last time I check my PS3 I could still get into a lobby, and at no stage did it advise an update, and there is no news on the official site.

Yes it is I believe, Kinda be nice if the mods were in here enforcing the aup to prevent any confusion.
