Yep, it is. I even changed active crews, but still with the same problem.

I rank up in the crew whenever I get RP gains, regardless if I'm doing activities or not with a crew member.

I've never done anything with another crew member and I'm up to 15 I think.

You just gotta do stuff that gives you RP when the crew is set as your primary. Source: I'm around Lv. 132 and my crew level is about the same since I joined the crew fairly soon after I made my character.

I'm going to retire from the crew and join again. It might work from there.
