I've been playing since gt3 and I've always been able to discern major differences when I tuned cars. However, thanks to gt5 I've figured I have no idea what I'm doing. Could somebody please tell me the most drastic changes I can make to the suspension that will increase oversteer or understeer on a FR car. This way I can go in and play with it myself. Thanks in advance. Much obliged.

Well, that's because tuning cars isn't about major differences. It's about lots of very very small ones that can get lost in a bad lap if you aren't careful while testing.

ie. it sucks :P

Most drastic? Make the rear spring rates harder.
Second would probably be increasing the rear extension rate of the shocks.
Third, making the ride height lower in the front than it is in the rear.
Fourth, increasing the stiffness of the rear stabilizer bar.

After that, there's a plethora of toe, camber, LSD adjustments. The simplest of all (without messing with other suspension stuff) is just decreasing rear downforce.

Some cars are very good at masking what's going on with the tires through either chassis deflection or differential settings.

The NC MX-5 is a decent example; it understeers on throttle no matter what you do with the suspension when using the stock differential.
