Paint pack and gear pack doesn't show up in other account

Hi, I am new here and I want to know why the paint pack and gear pack doesn't show up in my dad's account. So here is the story me and my dad was playing 2player in gt5 and he said that he want to create an account for himself. So I made him one and he played a spec for a while (he sucks). Then I take the controller and went in the downloadable content and install racing pack, car pack 2, and course pack. I noticed that the paint pack and gear pack was missing. How come its missing, can you only use the paint and gear pack once? And also if i use the car packs and course pack in my dad's account does the car pack from my account will be taken? (Because when I installed the car packs from my Dad's account I just clicked x button many time without reading it so maybe it says "do you wish to take the car pack from the other account and put it in this account") ps: I got the gear, paint, etc pack from the downloadable voucher in the xl edition of gt5

Cars get shared between accounts, paints and gear don't. Paints and gear are also a one time thing, no re-downloading.
