I doubt this is the problem.
I'd say outsourcing in the cases mentioned above is only an issue of specific grievances.
To make the game better PD needs to realize they aren't the only player in town and other companies are doing the same thing with success in fields where they fail.
PD also needs to realize that being Sony's best isn't enough. We want more "real" content and adding a track or two isn't enough. Please fill in the gaps of cars, lose the worthless cars, and put some effort into the ever-present elements of the game.
Sure, that's great, you recorded and used every car's start-up for my purchase screen but let me get some in car sound that's equally as unique.
Don't waste my time with an authentic start-up when you can't properly replicate vtec, none the less exotics.
Btw, I agree about EA's business practices if you mean money to spare.
PD is far better at creating a racing game but EA is far better at throwing weight around.

Let's face it. As great a developer PD may be, they could use some outside influence to help development progression and depth on certain aspects of the series.
We all know PD has large ambitions with the GT series that just aren't there yet (incomplete features and those that lack in polish),due to their small team in comparison to their goals.
With the PS4, development should be easier for them to make their games and decrease time consuming complications that may have been met on the PS3, allowing for potentially better quality build of games.
However; Even with that, I feel things could be even better for the GT series if Sony were to allocate a number of outside developing hands from other teams (obviously ones that aren't already busy with another game) to help enhance/complete features in GT that are incomplete/missing/dull.
I feel the perfect teams for the job would be members from Evolution Studios and Media Molecule. Drive Club will be complete LONG before GT7 arrives and M.M. has some VERY talented tool creators, which opens up a huge opportunity for non occupied developers to help with product quality increases.
Features I feel that could be improved 💡:
1. Course Editor: M.M could be completely revamped it and turn it into a full TRACK CREATOR, so we no longer have to deal with limited presets, automatically set by the game.
2. Customization: So many cars, so little time to develope custom parts and indepth painting tools. E.S. would be perfect to build parts for the cars, while M.M. builds the paint tools.
3. Vehicle/Car Creator (if reasonable): M.M. has the skills for the tools and E.S. knows all about creating fictional vehicles. Together they could bring this new feature to the GT franchise and change its standing in the industry, beyond where it is now.
4. Polish: Controls and Graphics performance/visuals/features etc.; GT has some ugly blemishes, which could be spit shined to perfection if either of the other teams help it.
5. Other things I can't think of right now.
It can be done, Sony just needs to step up their A-game and P.D. needs to learn to open up.

We already had a thread suggesting the exact same studio should help. Do we need a second one?
I think the consensus was that given the different cultures, language barrier and geographic locations that it was a terrible idea.
People that know about software development know that this is a terrible idea.

`No way.
PD is a Japanese company. That means they do everything perfectly and use Bento boxes for lunch. They're thin and handsome and pay attention to details unlike fat and lazy Western developers (I think we know who).
GT is already the best sim in the world (better than iRacing and AC, even) and any outside intervention would turn it arcade. Kaz knows that the only thing that matters is developing in a vacuum, safely away from Western ideas.
That's what keeps GT a pure car encyclopedia with limited player interaction and 23 RX-7s.
So you're saying other teams would like to have PD's name on the box, rather than their help producing the game in any way.
That says a lot.
