Listen, I didn't fly off the handle until someone tried to play hall monitor and tell me how to act on this forum. I suggest if you, or anyone else, has a problem with me on these forums then hit the report button and report me and let the mods take it up with me. Its not up to you or anyone else, except the mods, to tell me how to act on these forums. The sooner everyone learns that, the better.
 
Oh I'm sorry. I thought everyone on here was a mod. ;)

Anyway, back on topic... as was stated previously, it's a method of protecting the lower section of the panel from salt damage on the snow-covered roads of Northern Japan. My wife's (just sold) NA MX5 has exactly the same thick, rough paintwork on the lower section of the panels between the wheel arches.
 
Yes. But specifically because of salt, which is both abrasive and hygroscopic, which is kinda the perfect recipe for causing rust.
 
The premium 300ZX also has this protective paint on the lower section. Except it can be removed (with the exception of the rear bumper) by equipping front aero.
