Does anyone know where to complain so that someone will see it, and can be tallied with all the others( I can’t be the only one). I am so sick and tired of being hit and penalized while doing nothing wrong, only to see others get no penalty.

Yeah no kidding, simply asking if anyone knows where?....

Does it help me at all though? I’m simply trying to post somewhere to be seen in an effort to be heard by the developers so they fix it sooner than later... not looking for snide commenters, trying to get something accomplished...

The most direct answer to your question is no. No one knows for sure how to get your complaint in front of the eyes of PD. Some speculate that they might sometimes look at this forum, others doubt that heavily. People have tweeted at the official account with no official response. Many prominent content creators and racers have raged on YouTube (that did seem to capture some attention or maybe it was just Jimmy Broadbent getting a BS penalty on their official stream.)

The lack of communication and engagement with the community frustrates people as much as the penalty system. Your best bet is to join the chorus of voices listed above.
