If the dvr is down converting the resolution to something that it could put on to dvd, then you would ultimately be watching an sd image.

I don't think it's doing that. Here's a review of a similar DVR from someone online:

"Recordings have acceptable quality for casual viewing, but they occasionally have visible compression artifacts - I imagine they're using a very low MPEG-2 bitrate."

I may have to build my own DVR (PVR?).

I did... and that's exactly what was needed to fix the compression issue.
