Please Help! Cannot get into Lobby. Error Code: PE-0410136

I've been getting this message since December 11th, it's been 5 days. I cannot play GT7 online and get into the Lobby. I've already uninstalled and re-installed the game, clear the network system on GT7 apps, clear the cache. none of them works. please help anyone, I can't find anywhere for the solution.
