Question about CE

Is
1) CE items ( cars, in-game credits, helmet etc) can be redeemed to a different PSN region? Ex: USA/EU GT Sport CE played with PSN Asia R3 ( Japan,Singapore) and item can be redeemed?

2) Can R3 region GT Sport CE be redeemed within R3? Ex: Singapore GTS CE played and redeemed with Japan PSN?

Or is it all of it are playable but only redeemable through the specified PSN?
