In italian the letter "C" is pronounced like "CH", not "S". So it is more like "Lan-ch-ya"
C is pronounced as "ch" only when I or E follows. When A, O, or U follows, it's pronounced "k". When the desired pronunciation is "cha", "cho" or "chu", an I is added in spelling but swallowed when speaking.

Lancia is pronounced "lan-cha".

The "oe" is a fancy spelling of a long ö. There is no equivalent sound to the long ö in the English language, but if you know a bit of French it's pronounced like the "eu" in deux or bleu.
 
Which is in International Phonetic Alphabet, 'ø'. Get the correct tool for the job and it's a bit easier.

I say it as "Cone-ig-zegg".
