I have a question about the Difficulty Settings.
FLASHBACKS, 0 to 4, what does it mean?

Kinda, a flashback gives you the chance to rewind time in order to fix a mistake or crash.. it can be used in replay or pressing select in game..

What are the blue arrows displayed in the sky from time to time? Some are larger than others and point in various directions. Can't for the life of me figure out what these are for.

Mere GFX issues, nothing that's intended to do something. Think of them as kind of scratched wallpaper.

He could be talking about the HUD and the 'other cars in vicinity' blue arrows, maybe?
