How do you get a Bentley 8 or GT-One with 0 miles??

Only way to get Standard Cars with Zero miles is by winning them.
Either of a race or from a random car ticket.

GT-One is a Prize Car, where as to obtain zero mile Bentley you would have to get very lucky with ticket 1000 i guess.
