Yes, you are correct Toronado. Oh, in ntsc u/c versions 1 and 1.1 you can only get 98.2%, while in PAL you can 102%. I doubt that the 2.8% difference represents the drag racing, as 1 win adds 0.4% to your completion percentage. I doubt PD would've only put 7 drag racing events in the game. I think it is just due to buggy programming and corrolates with the garage delete bug and the 5000cr. car wash, not the removal of drag racing.
 
You can get 102% because of the ability to get opel to appear with a different language. Opel has it's own events, meaning you can go over 100%.
 
Yes I knew that. You can get the Vauxhall's in the NTSC versions, untuneable unless you change what tune shop you want to use.
 
You choose a language other than English on the language select screen, that simple :)
 
Oh right, I just remembered, PAL versions have the language select. In that case, you will have to use gameshark to get the events. But I don't think one exists.
 
I meant you can get and tune the Vauxhall's, you can't do the Vauxhall's races in the NTSC version because they only exist in the PAL version.
 
I don't think anyone mentioned, in response to the OP's question, I believe the Integra Spec 98 is available in the Japanese and PAL versions but not the NTSC. The whole Acura thing is a big difference between regions.

I think used car availabilities change, too, for some reason, because I'm looking at an old list from SportsWagon and it doesn't correlate with what I'm seeing. Question for folks out there to prove this: does the Sunny '91/Pulsar GTI-R appear for you on day 1? PAL should be no, NTSC should be yes.
 
Correction: You can get the Integra 98 spec and all the Honda versions of the Acura's on the NTSC versions. You just need a gameshark!
