I only got my windows version of the game yesterday and I've been struggling with the FFB settings too. I have a Thrustmaster T300RS with the premium pedals and I am having a few issues.
1. Even with things cranked up high, the weight of the steering feels far too light.
2. When I am moving the wheel, it feels notchy, like it is gear driven, rather than the smoothness a belt drive system gives.
On the Forza forums, there was a thread for T300/T500 users, where it states that you also need to be careful with the settings within the Thrustmaster software that controls the FFB etc. If they are too high, the user claims it can cause the signal to conflict with the in game settings. Also, the OP states that using the Simulator profile, makes the wheel respond unnaturally and is best not used at all.
