Check Costco. They often have pretty good deals on reasonably nice tripods. Look for independent round legs (without that brace thingy between the legs and center column) and a ball head if you're using the tripod for still photography.
You can get some pretty good deals on Carbon Fiber tripods from Chinese brands these days, too. Small ones can be in the $100 range. If weight isn't an issue, the classic Tiltall is always an option too. Going too big and heavy is generally better than going too small and light with a tripod, as the weight helps prevent vibrations, and is part of why the generic aluminum and plastic camcorder tripods from electronics stores or wherever generally aren't a great idea.
Looking at Costco's site, they have two Dolica tripods that are probably pretty decent for the money. The cheaper one would be good for a mirrorless camera or a small DSLR (Rebel-60D or D3100-7000) with small lenses, the bigger one would be appropriate for a larger camera with f/4 and maybe f/2.8 glass. If you have a full-size body (1D, D3/4) and big lenses, you probably should get a real tripod rig, it's a fraction of the cost of the rest of the gear and makes a huge difference in performance and usability. I used to be a total tripod hater, but since buying my Feisol legs and Photo Clam head, I look for opportunities to use my setup. The downside is price, of course, which ended up around $750 with fitted quick release plates for my D3 and 70-200.
