Marco has always spoken about them as a temp team. Basically they have nothing to do with the actual game. They just port. Of course that could have changed since the take over.as far as i know, they're part of kunos. Alessandro, the main console dev, during a conference said:
"Our team is made of about 25 people, but the core team is smaller, about 15 people. Some times, we do a few Skype calls with other 7-8 guys. That's "the core of the core". To me it sounds like they're part of the team, not just some guys hired along the way only to develop the console versions.
