Lol, i'm sure this was one of the great ideas they were going to implement along with the rest like working pit crews etc etc, it doesn't really do anything that i've noticed, but then i gave up on career after the third time i lost all my save data and when i realised i just couldn't be bothered with knowing exactly when its going to rain......
