With F1 already under-teamed, the FIA can't afford to loose the likes of Ferrari and Toyota without loosing it's already fragile credibility. Both Ferrari and Toyota have history of running top flight sportscar programmes, F1's loss would surely be LMS/ALMS gain.

Not likely on left turns. With NASCAR there are strict rules regarding the engine design and must be submitted to the tech center for it to be approved. There is some free reign, but its under scrutiny.
