Kirk is the original and the pioneer that set the standards.

Sisko is a badass war hero that doesn’t take crap from anyone.

Janeway is the mother figure that everyone on the Voyager needed her to be, she kept the tight family going through an impossible scenario.

Archer was thrust into an akward situation and came out with Humanity’s own intergalactic government.

They’re all incredibly good and well written. However Picard embodies every quality from the other captain simultaneously, which makes him the best by default. He’s diplomatic, he’s good in a fight, he’s a father figure, he’s a roll model, and he’s played by Patrick Stewart.

The other captain are great, but Picard is a god amongst men. There’s no contest.
 
I'm casting my vote in this 14 year old poll, and I voted for Sisko. There honestly aren't any bad choices. I'd happily serve under any of them. Sisko is strong, intelligent, contemplative, clever, willing to bend (and occasionally break) rules, and he loves baseball.
