Is it possible to create one GIF out of two?

I want to make a funny gif, using two gif's.

Yes. You have to use a GIF editor that will let you export each frame as a image and then compile it all into one GIF. It should work that way. I also believe photoshop and gimp can make gifs too but from what I tried it seems harder to work with than a gif editor.
