I'm guessing he thought he came second and got very angry but was credited with the victory. I'm also guessing it was funnier at the time.

This too, could happen in Gran Turismo 2, if you finished in second place by about 0.000-0.002 seconds.

Isn't that actually illegal? To wear the US flag? Sure I read that somewhere...

It's only illegal to wear an actual flag, things printed with the "stars & stripes" design are perfectly legal. Granted all you would have to do to make wearing an actual flag legal is quote the first amendment.

Part of the US Flag Code:

The flag should never be used for anyadvertising purpose. It should not be embroidered, printed, or otherwise impressed on such articles as cushions,handkerchiefs, napkins, boxes, or anything intended to be discarded after temporary use.

It's never enforced. Also, there is some debate that clothing depicting the flag should be treated as an actual flag itself, therefore, illegal to wear. But that too would never be enforced.
