Most years, a leap second is introduced into the timing convention in order to keep local noon consistent with the sun. Most years this leap second goes one direction, but sometimes it steps backward.

Leap seconds are a major waste of engineering resources as those engineers who actually care about the progression of time systems must update timing systems to account for the leap second when it is announced that one will be introduced.

Since leap seconds are introduced roughly once per year, and usually in the same direction, we can determine that local noon would be off by an hour every 3,600 years. So instead of going through all of the trouble to adjust our software every year to account for this retardation, we could just have a leap hour equivalent to daylight saving time adjustment once every 3,600 years!!! An exercise in stupidity if ever there was one.

"Leap years", of course refer to years with a leap day, and so we should really be talking about leap days. We don't ever leap forward or backward a year.

Daylight saving time is also a major waste of resources for no apparent benefit whatsoever, but that's another rant.
