Yeah, I know this it's been over six months since it's been released, but I only just recently downloaded and completed this add-on pack so I want to add my thoughts about it.
I really enjoyed. This is a good example of how downloadable content should be done. The new characters and missions were cool and interesting and I got a good 10 hours play out of it before completing the main storyline.
I still have to do the gang wars and street races, so I'll get some play out of it yet and I think there's some equivalent to the pigeons to be found, but I haven't found any yet because I've been focused on just doing missions.
I heard a lot of whining about how expensive it was, but it cost me €16 which is less than a third of the usual price of a full Xbox 360 game, but I think it was a lot better value than the €8 Fallout 3 addons that I also thought were generally good value for money. I can't complain for the value I got out of it. It's comparable I think to the Vice City Stories and Liberty City Stories games that came out on PS2. Yeah, you didn't get a brand new city to play around in, but you got a lot of new stuff to do with a new character and it was worth the money.
However....
What the hell is it with Rockstar Games and their recent tendency to make their GTA games so bloody depressing? In GTAIV if you choose to execute Darko and get your long awaited revenge, the game makes you feel miserable about it and no matter what path you choose, you either have to have your girlfriend or your cousin get murdered, and after finally getting your revenge in The Lost and Damned, you return to your clubhouse only to find it wrecked (and it never explains who wrecked it, at least I don't think it does) so you burn down the clubhouse only to have a pretty cool safehouse with lots of interesting stuff and minigames inside disabled and lost to you forever and some cutscenes that are pretty downbeat about it all.
I hope that the Ballad of Gay Tony makes up for it with an upbeat ending that makes you feel good for completing it instead of feeling miserable.
