Negative. Mr. Fusion is the thing he's dumping trash into in order to give his DeLorean the energy to take off into the sky and do some time traveling.

I thought everybody had seen Back to the Future.

Doc Brown is the mad scientist, and since that was a pic of a person it never occured to me that Mr Fusion was the DeLorean thing.
