If the goal was to cause terror, then yes. However, if someone is spending $100K+ to blow up a CyberTruck they have some strange priorities.

Someone rented the thing, filled it up with explosives and commited suicide by blowing it up in front of the building, injuring 7 people in the process.

I don't know, sounds a tad terrorist-y to me.
