On the camera tab, activate the Panning Options toggle. It sets a tracking rate of 90% by default, but as ever, experimentation is key. Then on the Car tab, you will see a car speed option show up, where you can set the speed of the car anywhere from 0 to 124 mph (50 by default).

If the camera is zoomed right in or the tracking percentage is too low, you'll be warned that an error occurred and the car left the scene. Ignore this, as sometimes it still looks quite good in an abstract way.
