I think this's just a huge mistake

If we're serious about only taking out Saddam, which this is all about, we should just get some more people inside his palaces and either gas him or give him food poisoning. If that fails, force him to stay up for 3 days straight, watching nothing but Fantasia, where he's not even able to blink because we taped his eyes open.

Or, we could always just get a decent sniper, have him set up camp for a day or two along the route of where Saddam is going some time, and just whipe him out with either a Stinger, or a clean shot. I prefer the Stinger, because that just has more firepower
