I haven't seen any new colours for the last four weeks even though I'm certain that I'm far from having a complete collection. Just banking all those MP for now.

The game has been cycling through all of a single car's colors for a couple weeks now. The Corvette should be done cycling on July 7th, making way for the Evo on the 14th.
If the Evo and Atenza come in colors other than the red and silver that have been repeatedly made available since the game's launch, and PD(I) stick to their current weekly rotation scheme, the other cars should arrive on the following dates:
- Subaru WRX: August 25th
- Ford Mustang: October 20th
- Mazda Atenza: December 29th
- Peugeot RCZ: February 23rd
- Alfa Romeo 4C: April 6th
If those extra colors get ignored once again, the WRX, Mustang and Atenza will arrive five weeks earlier, with the RCZ and 4C coming 12 weeks earlier than what's stated above.

On this point the cars and paints were actually discounted at the start of Gran Turismo Sport at 50% less mileage points but that stopped sometime in 2019, can't recall when so on my main account I was able to get everything cheap but it's much harder now.
The other incentive I would say that needs to happen is we need to be allowed a higher amount of mileage points for the distance we drive as the current formula is not very rewarding and means having to do multiple races multiple times to get the points needed each week.
At least one point has changed in that the Road Cars now change colour each week so we should all now be able to get each colour but hopefully the next GT game will go back to the old system of giving us paint and wheel chips etc as prize rewards for completing events thus reducing the need to grind constantly 24/7 just in case a rare paint comes up!
Turns out I already collected them all, especially paints.

I just realized that you can see all the special colours you've bought in the livery editor (I only noticed now because I don't really make liveries). I counted them and found out that I've got 373 special colours. Is that all of them or are there more?
We're only a few hours away from finding out the answer to the million dollar question: will the red AMG GT Safety Car, and by proxy non-red Evo/non-silver Atenza Road Cars ever be obtainable?
This week is horribly expensive. I'll have to grind mileage to get all the paint chips. Still about 5K MP's needed to get them.
And I just finished grinding 20mln credits for the Ferrari 330 P4. Can't even upgrade it, if I want paint chips instead
