I thought of this today and it was so simple I kind of had to face palm for a while.

We all know qualifying in GT5 is not really there. Setting your fastest lap in free run will rank you against other players in the room but if your connection drops or someone else leaves the positions will be messed up.

Here's what I think might be a good standard to go by. And remember, GT5 is touted as being an ever evolving game so what I say here might only be good for a while. But since there's a few leagues getting themselves together soon, why wait for PD to fix things?

Qualifying:
Get rid of live qualification sessions before races, they don't work in GT5 as of yet but I'll tell you the next best thing we can do.

Use the system some organizers are already using. Run qualifying as a deadline based time entry. Review the replays submitted leading up to raceday, let the participants with illegal laps know they need to re-do their submission and then announce the rankings right before the race.

So now you have your running order, how do you make sure each driver will absolutely be where they belong on the grid? Run a warm up lap (start a 1 lap race on the course) and make the pole sitter come in last, 2nd fastest will come 2nd to last and so on in exactly the reverse order of qualifying position.

Make sure your participants all know to drive slowly, set a speed limit, and remember what place they must come in (6th placed qualifier will be in 10th place if there's 16 people for example). If someone's out of place when crossing the finish line then just start it over, simple right? :)

Now this makes the last place qualifier the winner of the one lap "warm up" session. Now all you have to do is set the room to grid the players in "reverse grid order from the previous race".

And you've got what you want. A sure fire way of gridding up your race without worrying about anyone dropping out of the live free run qualifying and losing their place.

TL;DR

Let's pretend GTP_Bob is having an official league race on a coming Sunday. He told the racers in his league on Monday that they have 'til Friday @ midnight to submit a good legal lap in their replay files or be disqualified.

He reviews the late submissions and ranks all the contenders on Saturday and announces the qualifying positions on Sunday before the race.

GTP_Bob gets everyone into the official race room and has them do a one lap mock race in order to set the winning order in reverse of the qualifying results.

He sets up the next race for the set number of full race laps and sets the room to order the grid in "reverse order of the previous race results"

Bob's got the running order he needs,
starts the race and everything is just lovely.

Let me know what you think!

The part where you mentioned to run a 1 lap race is exactly how I was going to do it in my series. I just wanted some hush hush so people wouldn't use it yet. You beat me to it!
