I only turn on TCS for a car with way too much hp (>600 depending on the car). Generally it's unecessary and you don't want it slowing you down when you're coming out of a turn and trying to get on the gas.

It takes practice, but it's better without it, you'll have more control over your car. It's like going with the manual transmission. It takes practice, but eventually it's worth it.

It's very useful for drifting. If you're coming into a turn too fast (forgot to brake) drifting is a good way to keep your car from slamming into the wall. You can rotate your car and try to change its velocity vector with the engine rather than hope your brakes and grip can stop you. It's very worthwhile to practice drifting even for racing.

Launching with TCS at 0 is hard... I still don't quite have it figured out, but with a little practice you'll be able to keep up with the AI in a comparable car. Just remember that you can't just floor it and expect to take off.
 
to launch with tcs at 0 on a turbo car, roll of the line with the revs nearly at the limiter, but with the turbo dial just over 0 (use the analogue buttons) and gradually increase the power once you get going. For a normally aspirated car, do the same, but with revs 3/4 - 4/5 up the gauge.
