Unlocking ultra high turbo

Just as the title says any idea how to unlock the stage 4 of the turbo? I cant seem to find a way for it

Got it for gtr 35 nismo, don't have a nismo don't need a nismo, surprisingly can't be equipped on regular gtr 35, considering nismo is just some added body panels and same car underneath, because reasons
