Handling - Determines how well the vehicle handles.
Limit - Determines how many people you can fit in the vehicle.
Category - Determines what category the vehicle is in.
Moddable - Determines if the vehicle can be modified or not.

The Taxi has handling of 5, but the Washington gets 7 for handling?

I think that most of these type of vehicle stats lists for the Grand Theft Auto games are just numbers picked out of thin air. They're always really inconsistent because it looks like the reviewer took each vehicle and gave it a bunch of numbers without comparing it to the other numbers he's already given out for other vehicles, like the Jester getting a faster rating than the Super GT.

Yeah, it's pretty much bull, the only way to get real comparisons of the cars is from the handling.cfg files.

But it has all the drag and acceleration factors etc., so you CAN read into it if you take ALL the factors into consideration.

Which is why those other factors are there. That's why every single Bike's top speed is the same. A bunch of different factors play into the Bike category. With cars, sometimes weight and acceleration may play into it, as the car may not be able to accelerate to its top speed, and the weight might drag it back a little.
