I would say "no" in the case where the car is already light. Unless you've exhausted all your other opportunities, of course. If you've got other options, there are better ways to reduce your times apart from weight.

Weight reduction seems to drop a % of the weight of a car, so relatively speaking it should have a similar effect on everything. You could figure this out by seeing what affect Weight Reduction Stage 1 has on your Weight/Power Ratio (set garage settings to Power/Weight Ratio and it actually displays kg/HP which is W/P.) Ensure you have "Autosave" set to "Off". Look at you Fiat as it is. Fit Weight Reduction Stage 1 and check again. If you don't wish to keep the modification reset the PS2 without saving and you should be back to your full-fat Fiat again.
