So you have you go through all the steps just to see if that one tweak you did was good or bad? And then do it all over again? Why couldn't they just put it in the game?

Looks like two parts to the technical name - The Track Path Editor app and the Track Path Importer tool; two parts that work together. Obviously this will translate into various concepts depending on the language.
As for a name that will refer to both parts at once, I would think pretty much everybody around the internet has been yelling about something called 'Course Maker.'
Which, in a sense, it actually is.
I'm hazarding a guess, though, that eventually most will refer to it as 'the track app.'
