Why cant i post in the leader board????

I am new to this forum, but i am not new to "forums" in general. Is it just me or is a normal registered user unable to post in the leader board timeing for best laps....?

I have a 1' 14'' time on Cita d aria that i would like to share, i if it is not possible for normal registered users, then i guess its just going to stay that way.... What else can i say.

Can anyone please help me out here?

NOTE: I already tried searching you forum AND looked for anything that would help me in order to post in the leaderboards, but when i go there, (https://www.gtplanet.net/forum/forumdisplay.php?f=153), it just says you have to login to use this featur. When i login with my UN and PWD, it says you are not able to access this feature or watever because you might be accessing administrative rights or yada yada yada...
(EXACT MSG: Sorry, your account does not have access to this section.)Why make the leader board if its not for public use....?
Sorry if I sound rude. But I just dont know what to do. Please, help.
