?Why dose this keep happening?

I have closed the game, restarted, powered off both my ps5 and the internet routers countless times. Yet whenever I go into a daily race, I have to wait about 1-2 minutes of slowly keeping past other stationary cars. Then when I can finally drive, I’m the only one moving. I can’ drive through a few cars but hit others. If I go into a online multiplayer race ( severs ) it works completely fine
