Why is PD leaving the penalty system as it is now

The current system is genius, because it's so inconsistent and uses randomly generated numbers it is impossible to exploit.

GT Sport is not a money earner right now. Any further input is now a drain on resources.
GT7 is a long term project I would like to say is due xmas next year but this is a pipedream.
So GT Sport keeps fans with "something" with the servers online until GT7 can take over.
I would love to think the two VGT updates are still coming but I dont think they will now. They will debut as day one content on GT7 to "Bolster" the content sheet.
There;s no point to adding anything to GT Sport since it becomes '2nd hand' content when it also hits GT7.
You can already see it now. No one really cares a whit about the GT6 content in GT Sport outside of limited fan favourites.
This is sad for this past generation going out like this.

It's pretty bad yes. Have to say though that I've been doing a little experiment with one of my alt accounts recently, as in pretending to care about DR and SR. So far it's working out very well, even with some absolutely bonkers people in DR B there's still a way to stay around the highest SR and gain DR.
Yes the penalty system is bad and there's no doubt PD have shown themselves incapable in the past 3 years at this and many other things, but there's a way around it by just keeping cool if you get a few dodgy penalties and not go full bananas revenge mode.

The lack of any work on the game since the last DLC does seem to indicate that the intention is to leave things like this from now on.
However who can say exactly what's happening, the COVID situation in Japan still seems to be pretty bad from what I hear and the lack of any new concerning the game other than posts Sony have made to build up for GT7.
As others have said it is certainly possible to improve under the current system, I mean my SR/DR on my retired account was back to SR A having sat in SR D for quite some time and I may test one of my other accounts this week to see if I can improve my SR again.
