X1 Level 35 B Spec

Do you still get an X1 for being level 35 B Spec? Also do you have to complete the level 35 B Spec, or do you get it at the beginning of it?

Yes you can still get it. I think you get it as soon as you are level 35 B-spec.

When I became level 35 b spec it didn't pop up right away. I think it was because the last bit of XP needed came from a remote race.

My X1 ticket only showed up when I entered and exited the B-Spec lobby of the game after cashing in enough remote racing money/XP to reach level 35.

Not to belabor the point here, but I also experienced some delay in receiving the ticket for the x2010 after reaching level 35. I can't remember how long it took for it to show up but it was long enough for me to begin to worry.
