That still doesn't mean that they haven't been working on damage for a long time.
We haven't seen the new Madrid street circuit in any screenshots, so does that mean they haven't even began modelling it? And for all we know, everything we saw in the E3 trailer could've been created a long time ago but PD didn't feel the need to show it to the public until recently.
