I suspect you might be able to if you register another account in a PAL country, login as that account and download the car. The car will then also be available for the main account. This worked for my maps in COD NTSc version in PAL country. Should work for your cars.

787B Stealth is only available in Europe on the PAL Disc as of now, I have the U.S. disc and the PAL disc and the Stealth cars only work on the PAL disc. They might make it available for NTSC, I doubt it though since it is the only "exclusive" car that came with the signature edition, and some pre-orders from Amazon. Thanks for using my picture btw.

I've heard, and this is completely unconfirmed, that you can transfer DLC game data from one region to another if you jailbreak your console.
Apparently there is a /GAME/USRDIR/ directory that contains DLC sub-directories, where the /GAME/ directory is the game name. E.G GT5 PAL is something like /BCES00569/USRDIR/DLC/, and GT5 NTSC is something like /BCUS98114/USRDIR/DLC.
Apparently if you download the PAL DLC with a PAL PSN account, it is possible to move that DLC across to your NTSC /DLC/ directory, provided it's on the same console as that PSN account.
Note: I have not jailbroken my console so I'm unable to confirm this, but if you're looking to collect all 1,047 cars, this may be the only possible way.
