"Full" in what sense? No significant content has been added to F1 2019 since launch, though there will be the F2 2019 season arriving later in the year (for free).

I know I for one don't miss when a game could launch broken and thus stay broken forever.

That's exactly my point, the developer should made a quality product from beginning, so we can reserve the console's hard disk for contents we choose.
