I always assumed if it's the regular hosting option, the game is hosted on Polyphony's dedicated servers so that the room can be transferred between players. If it's on "fixed host" then it's being hosted on one player's IP address.selecting 'fixed host' means that if you (the host) leaves, the room shuts down. there's propably more to it than that.. but that's one effect.
chuyler1Yup, as Rockin Stated, you can always add/remove parts from your car from the settings menu once you are in the room. To get the exact PP, you can select engine, then choose performance reduction. The slider acts as a restrictor plate and cuts the horse power of your car. If that isn't enough, you can select body, then choose ballast. Adding weight will also reduce the PP of your car.
