The US Constitution is setup in such a way to prevent this, as martial law doesn't give the president the ability to overrule/bypass Congress. If a president tries to use martial law to prevent an election, Congress should be able to immediately impeach. Should. I don’t think there’s any law stopping a former President running for Congress (not sure he even needs to be in Congress), and that gets around the whole “elected” issue.
Unless they completely ignore the constitution (which they have no problem doing anyways), there aren't many avenues he can use to get himself back into office. His only options are to use his children as candidates and have them select him as VP (I mean, Donald Jr would probably gladly do it), use Vance or one of his other useful idiots (that's why they are there) or try to prevent another election. The problem is that even making sure he can't run without finding loopholes requires someone in Congress to stand up and say so.
