They are not prize cars. You can try to obtain them through b-day tickets for the year of the cars. But that can be time consuming as you have to save and reload the tickets until you get your car.

Try a 2002 ticket or a LVL 17, I rip a 2002 ticket every day and always seem to have that car pop out at some point.
