As CAM has pointed out, there are threads where you can offer to race others for them racing you.

Also about the redbull ticket do you always get the S. Vettell Strip or can you get the Carbon?

For level 35 B-Spec you'll get the S.Vettel. The Carbon Prototype you only get if you Gold the Challenge, or, well, if someone else lets you permanently borrow it. But that's way off-topic here and would have to go into the Marketplace (you may want to have a browse through it anyway).
