Aside from the Anniversary liveried cars, will the packs available to pre-orderers be available to buy at some point?

Doubtful. A couple of the Stealth cars in GT5 were made available long after release under a couple certain circumstances. One of them was given to people who bought the first DLC complete pack within its first week of launch, and there were two others but I forget how I got them. The Chromelines were a similar case.

Yep, they all have the anniversary livery.

Seems they do. My mistake, was hoping for seperate DLC.
