I've heard on the grapevine that if you're running on easy or normal then the missions or the races with the chilli ratings the AI drivers are more aggressive and crash into you more and if the difficulty is set to hard the AI drivers run normally on the line and aren't barging into you. Is there any truth to this?

I have experience that at Daytona oval , took me many attempts to win on easy and on hard i win that first try , also at hard level the AI was more gently in their behaviour while on easy was pushing me out of track almost every time.

I just tried this at the Gr.3 race at Red Bull. On easy difficulty I was 2nd and the AI cars bashed into me every chance they had.
On hard difficulty I finished 1st with no problem. The AI cars were slower in the corners.

I didn't know the "hard" setting makes the races easier.

I've been playing the game on hard since the very start, for more of a challenge. Am I actually not getting the chellenge I want? Should I be playing on normal instead, or is it confirmed that only some races are affected?

I guess the answer is that nobody knows.... except PD.....maybe;-)

Despite many claims of difficulty affecting chilli races, I dont believe this is true.
The AI is so overly inconsistent in its laptimes that you can barely definitly say difficulty settings should be the source of laptime deltas.

For 1h Maggiore of about 40 races of me driving all the different Gr.3 cars, this is the AI results (game version 1.31, after the slowdown):
fastest AI total timeslowest AI total time
1:00:40,2211:01:19,383

That is 40 seconds difference, or 1.3seconds per lap of the best and worst result my AI has produced.

If anyone really wanted to make a list of it and compare with the version of the game the run was finished on, there is a whole thread with lots of times to compare with.
Just keep in mind, that BoP has seen changes up and down, and physics in general have been adjusted.

What i find is that difficulty varies a lot with the used car. I drove the WTC600 race at Spa with about 30 different cars in the last week. My laptimes didn't show how difficult it was to win because the laptime of the enemys (and their starting positions and who was the main rival) varied a lot.

All on hard difficulty. Now i am doing the same withe the Clubman Plus 700 race at Monza. Same findings.
